This book examines Atlanta politics, starting in 1946 and extending through more than forty years. During that time, blacks became an electoral majority and gained control of city hall. Although tension abounded throughout this period, racial polarization did not dominate the city’s civic life. Instead, a biracial coalition formed and became an integral part of the city’s governing regime.
