When the 17 Sustainable Development Goals (SDGs) were officially launched in 2015, countries all over the world pledged to leave no one behind, with poverty eradication at the top of the list. Included in the Global Indicator Framework for monitoring progress on poverty reduction is the proportion of a country’s population living below its national poverty line, which is typically sourced from household income and expenditure surveys. From the perspective of statisticians and other compilers of official poverty statistics, the SDGs’ leave no one behind principle which requires data to be disaggregated by geographic location, ethnicity, gender, income class, and other relevant dimensions, presents several challenges.
