A number of large telecoms operators in Europe, under the umbrella of the European Telecommunications Network Operators (ETNO) organisation, have recently re-introduced the idea that as Internet service providers (ISPs), they should receive payments from large Internet companies for terminating traffic to their end users,1 to contribute to the cost of rolling out gigabit-capable network infrastructure to meet European Commission policy targets. This idea has not been clearly justified, and its proponents have not addressed the implications of this intervention, including not just for end-users using broadband but also for businesses and public services using public cloud services over the Internet.
