If there were an Economist’s Creed,” Paul Krugman wrote in 1987, “it would surely contain the affirmations ‘I understand the Principle of Comparative Advantage’ and ‘I advocate Free Trade’.” (Krugman 1987, p. 131). Although Krugman, who won the Nobel Prize in economics in 2008, has become one of the leading voices of America’s intellectual left, he has never revisited his broad commitment to free trade. A 2012 University of Chicago poll of leading academic economists showed their practically unanimous agreement with the statement that “freer trade improves productive efficiency and offers consumers better choices, and in the long run these gains are much larger than any effects on employment.” (Chicago Booth Initiative on Global Markets 2012). Somewhat surprisingly, the public shares economists’ enthusiasm. In a 2018 poll, 82 percent of Americans stated that free trade was good for the US economy (Smeltz and Kafura 2018). And for all of Europe’s protectionist reputation, 73 percent of polled EU citizens believe that free trade is a good thing, according to a Eurobarometer survey (European Commission 2017).
