Countries are increasingly dealing with the impacts of climate change, which are growing in intensity and frequency. Accelerated investment in measures that increase resilience to these impacts is needed to limit their adverse consequences. For developing countries, a critical limitation on their ability to address these climate challenges is insufficient access to financial resources. Their domestic budgets are constrained, and as described in Box 1, the flows of international finance for climate change adaptation fall far short of the growing need.

Consequently, the gap between the volume of finance available to support adaptation action in developing countries and that which is required is growing.
