The World Bank has a large portfolio of investments supporting entrepreneurship. These investments are spread across countries in different regions, with varying income levels, and in various World Bank units across the International Bank for Reconstruction and Development, the International Development Agency, and the International Finance Corporation. To support these operations, it is essential to have a solid diagnostic approach that can be adjusted to each country’s context and that follows a standard conceptual framework and methodology for identifying key policy priorities to support entrepreneurial ecosystems. When conducting a diagnostic to identify opportunities to enhance entrepreneurial ecosystems, methodology consistency and use of the best data available are key. Entrepreneurial ecosystem assessments and rankings abound, but they are rarely based on solid economic theory or informed by micro data represen￾tative of a country’s (or region’s) population of firms, particularly in developing countries. These shortcomings are especially relevant when assessing digital entrepreneurial ecosystems and technology-intensive start-ups in the face of increasing country demand for diagnostics and for identifying policy priorities to inform policy makers and practitioners. This demand expanded further during and after the COVID-19 (coronavirus) pandemic, particularly in developing countries.
