The Impact Assessment contained in this report was prepared by the United Nations Conference on Trade and Development, UNCTAD, in response to a request by the International Maritime Organization, IMO. UNCTAD’s project team were Jan Hoffmann, Frida Youssef, Hassiba Benamara and Hidenobu Tokuda from the Trade Logistics Branch, Division on Technology and Logistics, and Alessandro Nicita from the Trade Analysis Branch, Division on International Trade and Commodities. Report writing was managed by Khalid Bichou, with contributions from the UNCTAD project team, as well as Ronald Halim and Sisangile Nduna.
Substantive contributions were received from MDS Transmodal (MDST), led by Michael Garratt and Antonella Teodoro who consolidated data relating to changes in ship costs and transit times as computed by DNV, with data on trade and fleet deployment; Developing Trade Consultants (DTC), led by Ben Shepherd who simulated the impact of changes in maritime logistics costs on trade and real gross domestic product (income/output) by running a global trade model and contributing key analysis and quantitative assessment; MarineTraffic who provided detailed data on ship movement, including fleet deployment and journeys; DNV who provided, for various vessel types, data on expected changes in ship costs and speed resulting from the IMO short-term measure; Equitable Maritime Consulting (EMC), led by Ronald Halim who provided estimates on the value of time (VoT) and potential modal shifts; and Drewry Shipping Consultants Ltd. who contributed insights about freight market patterns. The report had further benefited from data and reports prepared by Clarksons Research, Dynamar, and Drewry Maritime Research. More sources are mentioned in the report.
