Joshua Blonz is a senior economist at the Federal Reserve Board of Governors.His current research focuses on measuring the welfare costs of the principal-agentproblem, environmental justice, low-carbon energy transitions, energy pricing, and theconsequences of environmental regulation.

Karen Palmer is a senior fellow at Resources for the Future and an expert on theeconomics of environmental, climate and public utility regulation of the electricpower sector. Her work seeks to improve the design of environmental and technologyregulations in the sector and the development of new institutions to help guide theongoing transition of the electricity sector.
