The U.S. Department of Defense is committed to eliminating racial/ethnicharassment and discrimination among members of the U.S. armed forces.Assessment of racial/ethnic harassment and discrimination can clarify thenature and extent of these events and help support efforts to eliminate theiroccurrence. Further, Title 10, Section 481, of the U.S. Code mandates thatthe Department of Defense assess racial/ethnic harassment, racial/ethnicdiscrimination, and the climate of the military workplace. To meet theserequirements, DoD fields the Workplace and Equal Opportunity Surveyof Active Duty Members (WEOA) every four years and, on an alternatingschedule, the Workplace and Equal Opportunity Survey of Reserve ComponentMembers (WEOR) every four years. In preparation for the WEOR2015, the Defense Manpower Data Center (DMDC)1 and the former Officeof Diversity Management and Equal Opportunity (ODMEO)2 contracted theRAND Corporation to redesign a survey instrument included in the WEOAand WEOR.
