In order to address these questions, the primary research methodology was modeled after asemi-structured interview approach, such that issues could emerge naturally. Thereafter, thefindings were synthesized into a series of concrete insights and recommendations. Nine expertsparticipated in three roundtable interview sessions between October 2020 and January 2021 inorder to solicit expertise and insight. In each case, all interviews were held virtually. The interviewprotocol was set ahead of time and was standardized to match and align with the stated projectobjective and outcomes. Each session was recorded with the participants’ permission, and aheadof time the participants were made aware that the meeting was being governed by the ChathamHouse Rule. All quotes in the report that follows are presented anonymously and have been editedfor clarity and concision of message. In all cases, the interviews lasted approximately 90 minutes.
